The County Assembly resumed its regular sittings today after a short recess.  The Assembly resumes sittings to a full in-tray of legislative business with the consideration of the 2025/2026 budget being top on the agenda. Members are also expected to debate on several motions and consider key legislative instruments, conduct oversight and carry on their representation role in this session. 

The enthusiasm to conduct oversight and a strong sense of duty by the MCAs was expressed in today’s afternoon session as members debated on a motion to express their dissatisfaction with the implementation of the Financing Locally Led Climate Action Program (FLLOCA) citing lack of transparency and minimal engagement of the peoples representatives in the program roll out.

Members Questions High Recurrent Expenditure as Budget Talks Intensify.

Concerns over high recurrent expenditure dominated discussions yesterday, with Ward Representatives questioning constant allocations for salaries and emoluments vote despite staff exit due to natural attrition and retirement within the County Executive.

Deputy Speaker and Mutithi Ward MCA, Hon. Jinaro Njamumo, expressed particular concern over a severe shortage of Early Childhood Development Education (ECDE) teachers. He noted that although a significant number of teachers had retired, the County Public Service Board (CPSB) had yet to fill the vacancies.

Members of the County Assembly have this afternoon directed the County Executive Committee Member in Charge of Trade, Cooperative and Industrialization, to submit an implementation status report for the ongoing County Aggregation and Industrial Park (CAIPs) development at Sagana.
The CECM, whose department has so far been allocated a total of Kes. 550 Million within the last two financial years, has been directed to submit a comprehensive Sagana Industrial Park Master Plan together with the Sagana Indutrial City Development policy 2024, within 30 days.

The Committee on Education has begun a review of the national pre-primary education policy with the aim of strengthening the delivery of early childhood education in the county. The pre-primary education policy seeks to align pre-primary education to the provisions of the Basic Education Act, 2013 and align its delivery to the demands of the current trends in education.

Top on the agenda in the second part of the fourth session, will be consideration of Kirinyaga County Public Participation Bill 2023, the Kirinyaga County Statutory Instruments Bill 2024 and the Kirinyaga County Flag and other symbols (Amendment) Bill 2024 which is awaiting first reading

Hire Additional Vocational Training Tutors –MCAs Urge Executive

Members of the County Assembly have urged the Executive to speedup hiring of tutors across the 17 village Polytechnics in the County which are currently grossly understaffed.

Through a report  on inspection visit to various polytechnics by the Committee on Education which is headed by Murinduko Ward MCA Hon. Charles Nyamu, members further underscored the urgency of equipping all technical training institutions in the County,  noting that the Centers serve as enablers of self-employment among the youth.

The County Assembly has approved the appointment of 𝐌𝐬. 𝐂𝐚𝐫𝐨𝐥𝐲𝐧𝐞 𝐂𝐡𝐞𝐫𝐲𝐥 𝐍𝐲𝐚𝐢𝐫𝐚 𝐊𝐢𝐧𝐲𝐮𝐚 as the County Attorney. The approval comes after a rigorous vetting exercise by the committee on Public Appointments that is chaired by the Speaker Hon. Muteti Murimi.
