Members of the Transport and Infrastructure committee led by Kariti Ward MCA Hon. Jeremiah Makimi, are today working on final touches of the Kirinyaga County Transport and Parking Bill, 2023 which underwent first reading late last year.
The Bill, once signed into law, will provide adequate, accessible, safe and efficient public facilities in the County.
It will also facilitate the management, planning, development and funding of County transport facilities and infrastructure through establishment of a Directorate which will be headed by a Director.
A planning and advisory committee which will comprise of a multiagency team headed by the County Executive Committee member in charge of transport, will also be established with representatives from the Kenya National Highways Authority (KENHA), Kenya Urban Roads Authority (KURA), Kenya Rural Roads Authority (KERRA) and the National Transport and Safety Authority (NTSA) giving the much needed impetus to the committee.
Smoking, use of derogatory language and mistreatment of passengers in prescribed parking bays will also attract a fine not exceeding Kes. 200,000 or imprisonment for a term not exceeding two years or both once the Bill is signed into law.
The Bill is expected to undergo second reading next week where all members will give their input and thereafter, give concurrence to the third reading before Governor Anne Waiguru gives nod to the vital law in the coming days.
