Members of the County Assembly have unanimously approved the Supplementary Budget 1 for the year 2024/2025. The supplementary budget was necessitated by the enactment of the County Allocation of Revenue Act, 2024 that set the allocation of revenue to county governments at Kshs 387,425,000,000 as approved by parliament.
The enactment of CARA 2024 saw Kirinyaga County’s Allocation of equitable share reduce down to Kshs 5,449,273,298 from Kshs 5,633,619,143 necessitating the supplementary appropriation. The appropriation has seen a downward review of recurrent expenditure for various county departments save for the county department of medical services whose recurrent budget has been augmented upwards by kshs 9,528,750.
While presenting the Budget and Appropriation Committee’s report on the scrutiny of the supplementary budget, Kiine ward MCA Hon. Geoffrey Gakuru reaffirmed his committee’s commitment to guide the house on matters budgeting.
In his remarks Inoi ward MCA Hon. Fredrick Maina called for full implementation of the budget as passed by the assembly. He called on the executive to put in place measures to ensure implementation of projects before the end of the financial year.
On his part Kangai ward MCA Hon. James Wambu called on the MCAs to fully exercise their oversight mandate so as to ensure the proper utilization of funds as budgeted for and be on the lookout for any misappropriation or delays in service delivery.
The approval of the supplementary budget comes after consultations between the county executive led by the Governor H.E. Anne Mumbi Waiguru and the county assembly led by the Speaker Hon. Muteti Murimi, with the consultations seeking to balance development and delivery of services amid the reduction of revenues to county governments.
The daylong special sittings also saw the MCAs pass the Kirinyaga Supplementary Appropriation Bill, 2025. The bill will be transmitted to H.E the Governor Anne Waiguru for assent
