The County Assembly has approved the appointment of ๐๐ฌ. ๐๐๐ซ๐จ๐ฅ๐ฒ๐ง๐ ๐๐ก๐๐ซ๐ฒ๐ฅ ๐๐ฒ๐๐ข๐ซ๐ ๐๐ข๐ง๐ฒ๐ฎ๐ as the County Attorney.ย The approval comes after a rigorous vetting exercise by the committee on Public Appointments that is chaired by the Speaker Hon. Muteti Murimi.
The approval for appointment of Ms. Kinyua conforms to the provisions of the Office of the County Attorney (Amendment) Act, 2024 which provides for the qualifications and functions of the County Attorney.ย The County Attorney will among other roles serve as the principal legal adviser to the Governor, represent the county executive in court, advise the county executive on legislative matters, revision of county laws as well as negotiate, draft, vet and interpret documents for and on behalf of the county executive and its agencies.
The motion was moved by Hon. Benson Ngahu on behalf of the Committee on Appointments.ย In his remarks, he confirmed to the house that the committee vetted Ms. Kinyua on 12th February 2025 and was confident she made a perfect fit for the office sheโd been appointed to. He expressed confidence in her ability to deliver on her mandate, citing her immense experience in the office which she has been holding in an acting capacity prior to her nomination by H.E the Governor.
In his remarks, Hon Peter Njiru of Wamumu ward lauded Ms. Kinyuaโs exemplary academic credentials, he expressed confidence in the nomineeโs ability to deliver on her role.
Hon. Waziri Moses on his part, congratulated the nominee on her approval for appointment. He made reference to her experience and commitment to duty for the period she has been in an acting capacity.
Speaking in favour of the motion, Hon. Irene Gathuku expressed her confidence in Ms. Kinyuaโs ability to deliver, she cited her approachable demeanour and friendly approach when discharging her duties. She further cited her expansive knowledge in legislative drafting and policy drafting having interacted with her in various committee sittings of the County Assembly.
On his part, Kariti Ward MCA Hon. Jeremiah Makimi noted that Ms. Kinyuaโs willingness to work in collaboration with the County Assembly as evidenced in her previous engagements with the assembly made her a perfect fit for the role of the County Attorney.
The approval of Ms. Kinyua was unanimously supported by the MCAs with Hon. Fredrick Maina, Hon Thomas Mwangi, Hon. Peter Karinga, Hon. Grace Kamau, Hon. Harrison Kariuki, and Hon.ย Bernard Gichangi, Hon. Charles Nyamu all speaking in support of Ms. Kinyuaโs appointment.
In separate motion that was moved by the Deputy Speaker Hon. Jinaro Njamumo, the house also approved the amendment of the County Assembly Standing Orders; the guidelines that govern the conduct of business in the house . The Standing Orders were reviewed and amended following recommendations from the Procedure and Rules Committee that is chaired by the Speaker Hon. Muteti Murimi.ย Among the key changes is the expansion ofย ย membership of committees to tap into the experience and expertise of all the Members of the County Assembly.
The afternoon session saw the assembly pass the Kirinyaga County Persons Living with Disability Bill, 2023 which was read a third time and unanimously passed by the MCAs. The Bill will be transmitted to H.E the Governor for assent.
