Members of the County Assembly yesterday passed the Kirinyaga Investment and Development (Amendment) Bill 2023.
The Bill will set the ball rolling for the ambitious Sagana Industrial Park which is being implemented by the National Government in conjunction with the County Government of Kirinyaga.
Kirinyaga Investment and Development Authority (KIDA) will henceforth be a County Corporation established pursuant to section 182 of the Public Finance Management (PFM) Act and will comprise of a secretariat headed by a Chief Executive Officer.
There will also be a board which will be headed by a Chairperson who will be appointed by the Governor with concurrence from the County Assembly.
Other members of the board will include the County Executive Committee Member (CECM) responsible for trade, the County Attorney, the Chief Officer responsible for accounting services and four persons representing the marginalized who will be appointed by the concern CECM in consultation with the Governor.
Deputy Speaker and Member for Mutithi Ward Hon. Jinaro Njamumo, noted that the Bill will give the necessarily guidelines for setting up of an Industrial Park at Sagana which will consequently provide jobs for thousands of youth across the County.
Similar comments were aired by Hon. Jane Mugo who said that the industrial park will be a major source of revenue for the County Government even as Hon. Grace Kamau noted that drug and alcohol abuse among the youth will be minimized because many will have gainful economic activities to pursue.
Leader of Majority Party and Ngariama Ward MCA Hon. Daniel Mbungu, noted that the industrial park will be beneficial to locals because of the anticipated land appreciation and tourism opportunities.
While thanking Members for the tremendous support of the Bill, Mover of the Motion and Thiba Ward MCA Hon. Joseph Kiragu said that the Bill will be advantageous to investors at the Industrial park since their investment will be protected in law.
